Have you considered the reason for city parking meters? While there may be good intent behind their existence, there is also masked aggression. If the roads are public, paid for by public taxes, why do you need to pay again to park there? Why don't the Crown of Keene and his many sheriffs allow you to park for no more than 2 hours? Does that help or hurt local businesses and patrons?
